This audit examines the Chicago police response to calls for service in zone 10 for the 24 hours of March 9, 1985, to assess performance and determine the degree of compliance with departmental policy and procedures.
Abstract
Functional areas assessed were communications operations, preliminary investigations, and followup investigations. Basic data were obtained from dispatch cards and criminal investigation files. Where possible, victims, witnesses, and complainants in criminal incidents were interviewed. Findings showed that the Communications Operations Section received and properly dispatched incoming service calls and had complied with a previous audit recommendation that an officer be sent on every occasion of a missing child report. It was found that preliminary investigations complied with current departmental policy and procedures, except for six incidents that had an excessive response time. Call-back incidents were properly screened and handled. Followup investigations complied with departmental policy, and the case management system contributed to case clearances.
