This study analyzed the communications, preliminary investigations, and followup investigations pertaining to service calls received in seven radio zones of the Chicago Police Department for January 13, 1984, 4:00 P.M. to midnight.
Abstract
The audit involved analysis of the dispatch tapes of the 7 radio zones encompassing 12 police districts out of a total of 25. Departmental investigatory documents and records were reviewed, and interviews were conducted with victims, witnesses, and departmental personnel. A total of 3,927 calls for police service were analyzed. Overall, the department complied with its written policy and procedures in responding to calls for service. A total of 99.2 percent of the calls were properly processed and dispatched, and 98.5 percent of dispatched calls were properly investigated by the patrol division or traffic enforcement section; 99.2 percent of the cases requiring followup investigations were properly processed and investigated. Recommendations are offered for improving communications, preliminary investigations, and followup investigations. Flowcharts and forms.
