This report presents the chronology and content of events that occurred at the 2012 annual meeting of the Chief Jail Inspector's Network, which focuses on improving jail standards and performance as well as ways for addressing specific challenges in efforts to upgrade the quality of jail conditions and inmate services.
Abstract
The first day of the meeting began with introductions of presenters and an overview of the meeting's agenda. The first subject addressed was the NIC (National Institute of Corrections) Information Center, which contains a library of information for corrections researchers and practitioners. This service enables corrections professionals to ask questions and be directed to information and resources through the Information Help Desk. This was followed by an update from the National Sheriff's Association regarding its activities over the past year. An update of the ACA (American Correctional Association) Jail Standards was then given, including information on a new accreditation process for the Core Standards. Three States - Iowa, Minnesota, and Indiana - presented current and proposed jail standards for their States and reported on the results of jail inspections. Next, two inspectors from the U.S. Marshal's Service presented an update on detention facility training, conditions of confinement, and core detention standards promulgated by the U.S. Department of Justice. This was followed by a report on current research, policy, procedures, and legal trends regarding suicide prevention in jails. This presentation concluded the meeting's first day. The second day began with a presentation and discussion of legal issues in today's jail, followed by consideration of the provisions and implementation of the Prison Rape Elimination Act and ways to promote the jail inspection process under restricted budgets.
