Testimony by experts in the field of child abuse and neglect (victims, researchers, service providers, advocates, and program participants) and representatives of the Office of Human Development Services examines the response of the Department of Health and Human Services to child abuse and neglect, particularly through the National Center on Child Abuse and Neglect (NCCAN).
Abstract
NCCAN provides grants to States and to public and private nonprofit organizations for research and services for abused and neglected children. It is also authorized by Federal law to collect and disseminate information on the prevention and treatment of child abuse and neglect. Testimony by experts in child abuse and neglect generally indicates that NCCAN was a well-conceived and much-needed Federal effort to aid and coordinate child abuse prevention and treatment efforts nationwide but that it has largely failed to fulfill its potential due to inadequate funding, leadership, and policy, particularly regarding grant-review procedures. Representatives of the Office of Human Development Services of the Department of Health and Human Services cite the achievements of NCCAN. The appendix contains material for the hearing record.
