Finland's 1984 Child Welfare Act called for the social welfare board to follow the development of the environment for children's growth and rectify any defects in it, as well as assist custodians in child rearing.
Abstract
The author provides a detailed report on Finland's child welfare system, including its general services and income supports, preventive services, and care services, as well as the role of voluntary child welfare organizations. Funding sources are also discussed. (Author abstract)
