The implementation of the 1989 Children Act in the United Kingdom in October 1991 represents a major structural change in laws affecting juveniles and youthful offenders and covers many topics previously addressed in separate pieces of legislation.
Abstract
The law eliminates care orders as a disposition in criminal proceedings and specifies the conditions for its use in civil proceedings. The law also allows supervision orders to require a juvenile offender to live in local government accommodation for up to 6 months, providing that certain conditions are met. Other provisions relate to juvenile detention, bail, secure detention, juvenile court diversion, and the responsibility of local governments to provide support for juveniles and their families.
