THE AUDIOTAPE CASSETTE DISCUSSES PHYSICAL ASSAULT AND NEGLECT, EMOTIONAL ASSAULT AND NEGLECT, AND CORPORAL PUNISHMENT AT HOME AND IN PUBLIC INSTITUTIONS AS FORMS OF CHILD ABUSE.
Abstract
THE DIRECTOR OF YOUTH SERVICES, OF THE INDIANA BAR ASSOCIATION PROVIDES INDICATORS FOR PHYSICAL OR EMOTIONAL CHILD ABUSE/NEGLECT AND EMPHASIZES THE DIFFICULTY OF FINDING APPROPRIATE TOLERANCE STANDARDS. STATISTICAL INFORMATION ON ABUSED CHILDREN AND THE OFFENDERS (IN 87 PERCENT OF THE CASES NATURAL PARENTS) IS PRESENTED. CHILD ABUSE IS CHARACTERIZED NOT SO MUCH AS A LAW ENFORCEMENT PROBLEM BUT AS A COMMUNITY PROBLEM REQUIRING COLLABORATION WITH THE ABUSING PARENTS. RECOMMENDED PREVENTIVE MEASURES INCLUDE (1) STRICTER STATE LEGISLATION FOR REPORTING AND PROSECUTING CHILD ABUSE/NEGLECT, (2) A COMPREHENSIVE SCHOOL (OR INSTITUTION) POLICY TO PREVENT VIOLENCE AWAY FORM HOME, AND (3) IMPROVED TRAINING TO PREPARE YOUNG PEOPLE FOR FAMILY LIFE AND PARENTING. THE COMMANDER OF THE YOUTH DIVISION OF THE CHICAGO POLICE DEPARTMENT FOCUSES ON THE SEXUAL ABUSE OF CHILDREN AND PRESENTS CASE STUDIES OF CHILD PORNOGRAPHY, INCLUDING PARENTS TAKING PICTURES OF THEIR OWN CHILDREN AS WELL AS LARGE-SCALE PORNOGRAPHIC ORGANIZATIONS.
