SPONSORED BY LEAA IN 1971, 1973, AND 1974, THE JUVENILE DETENTION AND CORRECTIONAL FACILITY CENSUS HAS PROVIDED THREE COUNTS OF FACILITIES IN THE PUBLIC, NON-FEDERAL SECTOR.
Abstract
BY EXTENDING ITS COVERAGE TO FACILITIES IN THE PRIVATE SECTOR, THE 1974 CENSUS YIELDED THE FIRST NATIONAL TALLY OF DETENTION AND CORRECTIONAL INSTITUTIONS WITHIN THE JUVENILE JUSTICE SYSTEM. THE ENUMERATION DETERMINED THAT PRIVATE FACILITIES WERE FAR MORE PREVALENT YET COST LESS TO OPERATE THAN PUBLIC FACILITIES, BUT THAT THE LATTER HOUSED A FAR GREATER NUMBER OF RESIDENTS AND HAD A MORE FAVORABLE RATIO OF RESIDENTS TO STAFF. NATIONWIDE APPROXIMATELY $800 MILLION WAS EXPENDED FOR THESE FACILITIES IN FISCAL YEAR 1974, WITH THE PRIVATE SECTOR ACCOUNTING FOR SOME 38 PERCENT OF THE TOTAL; THIS PROPORTION, HOWEVER, MASKED THE PRIVATE SECTOR'S HEAVY RELIANCE ON FUNDING FROM PUBLIC SOURCES, INCLUDING COURT ALLOCATIONS AND LEAA GRANTS, TO SUPPORT THE SYSTEM. SOME 79,000 JUVENILES WERE HOUSED IN 2,166 FACILITIES: APPROXIMATELY 47,000 IN THE 829 PUBLIC FACILITIES AND ABOUT 32,000 IN 829 PRIVATE FACILITIES. THIS STUDY SUCCEEDS AN ADVANCE REPORT PUBLISHED IN FEBRUARY, 1977. IT INCLUDES 61 NATIONAL DATA TABLES AND 80 STATE-LEVEL TABLES, AS WELL AS A METHODOLOGY AND GLOSSARY. THE DISCUSSION AND DATA TABLES ADDRESS THE FOLLOWING MAJOR TOPICAL AREAS: FACILITIES, ADMISSIONS AND DEPARTURES, CHARACTERISTICS OF RESIDENTS, STAFFING PATTERNS, AND CAPITAL AND OPERATING EXPENDITURES.
