AN OVERVIEW OF SOUTH AFRICA'S JUVENILE JUSTICE SYSTEM, ITS HISTORY, AND THE STRIDES IT IS MAKING TODAY.
Abstract
MANY OF THE GUIDES PRESENTLY USED IN THE ADMINISTRATION OF JUVENILE JUSTICE ARE UNCHANGED FROM THOSE OUTLINED IN THE CHILDREN'S ACT OF 1937. THIS ACT SET THE FRAMEWORK FOR ESTABLISHING A JUVENILE COURT SYSTEM. LATER THINKING SHAPED THE CONCEPT THAT CHILD WELFARE LAWS WERE NECESSARY TO HELP THOSE WHO WERE NOT DELINQUENTS BUT WHO REQUIRED COURT-ORDERED SUPERVISION AND CARE. PORTIONS OF THIS REPORT ANALYZE STATISTICS ON JUVENILE OFFENDERS IN 1968, THE FIRST YEAR SUCH STATISTICS WERE COMPILED. FOLLOW-UP STATISTICS ARE STILL SPOTTY, THE REPORT FOUND, WITH CONVICTED PERSONS SOMETIMES BEING THE ONLY ONES INCLUDED. THE AUTHOR SAYS SOUTH AFRICAN COURTS ARE ORDERING MORE PRESENTENCE INVESTIGATIONS, AND MODERN CHILD SOCIAL WORK TECHNIQUES ARE GAINING CURRENCY....BS
