Abstract
THE AUTHOR'S RECOMMENDATIONS FOR REFORM INCLUDE REPEAL OF THE INCORRIGIBILITY JURISDICTION, NO EXTRA PUNISHMENT FOR CHILDREN AS COMPARED WITH ADULTS CHARGED WITH THE SAME CRIME, FREE INSTEAD OF COMPULSORY SCHOOLS, AND REPEAL OR RADICAL REVISION OF THE PROTECTIVE STATUTES.
