This is a manual of information concerning issues related to Indians.
Abstract
This resource manual, divided into 12 appendixes, contains materials on a variety of topics of particular interest to Indians. The appendixes address or contain the following subjects: a step-by-step guide to the drafting of tribal laws; a model tribal child/family protection code; a model tribal juvenile justice code with commentary; a copy of the Salt River Children's Bill of Rights; commentary on the U.S. Supreme Court's decision in Duro and the bill passed by Congress to overturn Duro until September 1991; a memorandum concerning concurrent jurisdiction over major crimes; American Bar Association (ABA) recommendations for improving legal intervention in intrafamily child sexual abuse cases; an article analyzing California's Victims' Bill of Rights victim impact statements; several memoranda and letters concerning the increase in sentencing authority under the Indian Civil Rights Act; a copy of the Indian Child Abuse and Family Violence Prevention Act; and resource materials concerning the protection of child/victim witnesses, including ABA guidelines for the fair treatment of child witnesses in child abuse cases, results of research concerning child abuse victims as witnesses in court with an analysis of relevant State statutes, and sample statutes and accompanying commentaries of four legislative reforms regarding child victim/witnesses.
