THE AUTHOR DISCUSSES THE ISSUES OF THE DEFINITION OF A CHILD, THE PROCEDURAL RIGHTS OF MINORS IN AND OUT OF THE JUVENILE JUSTICE SYSTEM AND THE SUBSTANTIVE RIGHTS OF MINORS.
