Polygraph policy and procedures mandated by the Circleville Municipal Court (Ohio) are presented.
Abstract
The document establishes guidelines and policy for the use of the polygraph in support of the investigative efforts of the Circleville Municipal Court Probation Department, Pickaway County Day Reporting Center, Police Department, Sheriff's Department, and other jurisdictions as approved by the judge. The policy statement indicates that the polygraph examination is a valuable investigative tool when used in conjunction with, but not as a substitute for, a thorough investigation. The polygraph may be used, consistent with this policy, to determine the maintenance of probation compliance, corroborate or refute statements, assist in investigative leads, narrow or focus criminal investigations, serve to screen candidates for positions with criminal justice agencies, and assist in conducting internal police and sheriff investigations. In addition to providing definitions, the statement of polygraph policy and procedures covers the qualifications of polygraph examiners, the environment, the requesting of polygraph examinations, preparation for polygraph examination, and the conducting of polygraph examinations. Policy and procedures also pertain to post-test activity, probation polygraph testing, victim polygraph testing, pre-employment examinations and applicant screening, records and reports, and equipment.
