REMARKS BY THREE PARTICIPANTS IN AN INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE WORKSHOP ON CITIZEN INVOLVEMENT IN CRIME REDUCTION ARE DOCUMENTED.
Abstract
THE DEAN OF THE SCHOOL OF POLICE ADMINISTRATION AT THE UNIVERSITY OF KENTUCKY REVIEWS TRENDS IN CITIZEN COOPERATION WITH LAW ENFORCEMENT AGENCIES, CITING EXAMPLES OF CITIZEN INVOLVEMENT IN CRIME REDUCTION AT THE LOCAL, STATE, AND NATIONAL LEVELS. SPECIAL ATTENTION IS DIRECTED TO THE IMPORTANCE OF CAREFUL PLANNING, IMPLEMENTATION, AND EVALUATION OF CITIZEN CRIME PREVENTION PROJECTS; TO THE NEED FOR POLICE TO BE AWARE OF THE CRIME PREVENTION ACTIVITIES IN THEIR COMMUNITIES; AND TO THE POSSIBILITY THAT CITIZEN INVOLVEMENT IN CRIME PREVENTION WILL EITHER REMAIN FRAGMENTED OR DIE OUT. CRIME PREVENTION COOPERATION BETWEEN POLICE AND THE COMMUNITY IN TORONTO, CANADA, IS DESCRIBED BY THE CHIEF OF THE TORONTO POLICE FORCE. THE ACTIVITIES OF THE TORONTO POLICE DEPARTMENT'S COMMUNITY SERVICES BUREAU AND CRIME PREVENTION OFFICERS ARE NOTED, AS ARE CRIME PREVENTION MEASURES AIMED AT SPECIFIC OFFENSES (BURGLARY, CRIMES IN APARTMENT BUILDINGS, RAPE, RETAIL THEFT, CRIMES AGAINST CHILDREN ON THEIR WAY TO AND FROM SCHOOL, SCHOOL VANDALISM, ETC.). PLANS TO ESTABLISH A CRIME PREVENTION TRAINING COURSE AT THE CANADIAN POLICE COLLEGE IN OTTAWA ARE ALSO DESCRIBED. THE POLICE CHIEF OF VALLEJO, CALIF., PROPOSES THAT ECONOMIC INCENTIVES BE USED TO MOTIVATE CITIZENS TO PARTICIPATE IN CRIME PREVENTION. UNDER THE PROPOSAL, OWNERS OF BUSINESSES AND HOMES WHOSE PROPERTY IS CERTIFIED 'BURGLARY RESISTANT' OR 'ARMED ROBBERY RESISTANT' BY POLICE INSPECTORS COULD REALIZE REDUCTIONS IN THEIR INSURANCE RATES.
