CITIZEN VOLUNTEER PARTICIPATION IN THE STATE COURT SYSTEM IS DESCRIBED IN THIS MANUAL, WHICH OUTLINES THE FUNCTIONS AND ESTABLISHMENT OF VARIOUS CITIZEN PARTICIPATION PROJECTS.
Abstract
THE INITIAL ORGANIZATIONAL AND ADMINISTRATIVE PROCEDURES NECESSARY TO SET UP A PROJECT ARE DESCRIBED, WITH A FOCUS ON STEERING GROUP AND ADVISORY BOARD FUNCTIONS AND GOALS, THE WRITTEN STATEMENT OF PROJECT GOALS, COMMUNICATION WITH THE LOCAL JUDICIARY, AND PUBLIC RELATIONS (INCLUDING SUGGESTIONS ON WRITING A PRESS RELEASE). CITIZEN PARTICIPATION PROJECTS IN THE FOLLOWING AREAS ARE OUTLINED: COURT MONITORING, INFORMATION SERVICES, AND PHYSICAL FACILITIES SURVEYS. FOR COURT MONITORING PROJECTS, DISCUSSION CENTERS ON THE DIVISION OF RESPONSIBILITY, DEVELOPMENT OF SURVEY FORMS, RECRUITMENT AND TRAINING OF VOLUNTEERS, AND RECORDKEEPING. THE GOALS, SERVICES, RECRUITMENT, AND TRAINING OF VOLUNTEERS, AND SCHEDULING FOR CITIZEN-STAFFED INFORMATION SERVICES ARE THEN EXAMINED. FINALLY, THE GUIDELINES, DEVELOPMENT OF SURVEY FORMS, AND RECRUITMENT AND TRAINING OF VOLUNTEERS FOR THE PHYSICAL FACILITIES SURVEY PROJECTS ARE EXPLORED. APPENDIXES CONTAIN DATA COLLECTION FORMS FOR CRIMINAL AND FAMILY COURT MONITORING PROJECTS, PHYSICAL FACILITIES SURVEY FORMS, SCHEDULING FORMATS AND TRAINING PROGRAM OUTLINES, AND SAMPLE PRESS RELEASES AND REPORT OUTLINES.
