These recommendations propose strengthening alternative punishments in New York through three specific nonincarceration sanctions -- intensive supervision probation, community service sentencing, and victim restitution.
Abstract
The intensive supervision proposed would enable probation officers to closely monitor middle range offenders in an effort to divert this group from further criminal involvement. Community service sentencing would require offenders to perform unpaid services for the community in a public or private agency for a specific length of time. Victim restitution would require that offenders repay victims for property stolen or damage done. No references are cited.
