Abstract
THE AUTHOR SUGGESTS THAT PUBLIC AND POLITICAL DEMANDS AND PRESSURES, ESPECIALLY FOR HIGH VISIBILITY PATROL, CONSTRAIN THE PROFESSIONAL JUDGEMENT AND DISCRETION OF PATROL COMMANDERS, EVEN WHEN THEY POSSES STATISTICAL EVIDENCE RELATING TO THE NUMERICAL FREQUENCY, SERIOUSNESS, PREVENTABILITY (OR NON-PREVENTABILITY AS WAS THE CASE IN THE KANSAS CITY EXPERIMENT) OF CRIMES.
