This paper describes the objectives, components, and procedures of Los Angeles' City Attorney Parenting Program (CAPP), which requires reluctant parents who are in violation of Penal Code section 272 (contributing to the delinquency of a minor) to participate in parent education programs or face possible criminal prosecution.
Abstract
CAPP also helps parents who have drug or alcohol problems or otherwise are unfit to fulfill their legal duties as parents. CAPP coordinates its efforts with programs already established by other agencies to help parents control their children and keep them from becoming involved in gangs, drugs, and crime. The criminal sanctions provided under section 272 are intended to encourage compliance with CAPP rather than to punish alleged violators with imprisonment and fines. This paper discusses CAPP case- management procedures and referreal guidelines. The CAPP programs used throughout the city vary in style and technique. Some have a theoretical approach and others are participatory. Some include the entire family, some are group oriented, and others provide individual counseling. This paper lists the 12 skills that each program must teach the parents. Also presented are the three basic criteria a parent must meet for the referral to be successful.
