This report discusses the Comprehensive Strategic Plan, developed by Rhode Island government agencies, to address serious, chronic, and violent juvenile crime.
Abstract
The goal of the strategy plan is to integrate juvenile justice programs with local law enforcement, social service, school and family programs building consensus and support for comprehensive integrated collaborative solutions. The report describes the planning, implementation and evaluation of the strategies applied in five Rhode Island communities. Priority areas addressed by the strategic plan are: failure in late elementary school; lack of commitment to school; early initiation of alcohol, cigarettes and marijuana; pregnancies; domestic violence/family conflict; system linkages using universal intake and evaluation forms; and system linkages using adolescent substance abuse survey. Each priority area addresses area outcomes, problem behavior outcomes, participant outcomes, and program outcomes, and identifies the logic chain or rationale for the strategies selected in the individual priority area. An evaluation plan is also included in this report.
