THE PHILOSOPHY, PROCEDURE, EXPERIENCE, AND PERSONNEL INVOLVED IN THE 4-A PROGRAM (ARBITRATION AS AN ALTERNATIVE TO CRIMINAL JUSTICE PROCESS) IMPLEMENTED IN ROCHESTER, NEW YORK IN SEPTEMBER, 1973 ARE DISUCSSED. THE CONCEPT OF A PERSON REMAINING NEUTRAL IN A GIVEN DISPUTE IN HIS OWN COMMUNITY IS ALSO EXAMINED.
