EXAMINES THE EFFECTIVENESS OF COMMAND AND CONTROL PROCEDURES, MOBILIZATION, FIELD OPERATIONS, FIRE SERVICE, AND A VARIETY OF SUPPORT SERVICES.
Abstract
THE EFFECTIVENESS OF PLANNED SYSTEMS FOR COMMAND, COMMAND POST OPERATIONS, DEPLOYMENT AND CONTROL OF FORCES, USE OF FORCE, AND RESTRICTIONS ON CIVIL ACTIVITY ARE EXAMINED AS ELEMENTS OF COMMAND AND CONTROL IN RIOT SITUATIONS. ELEMENTS OF MOBILIZATION EXAMINED INCLUDE THE CALL-UP SYSTEM. THE DECISION TO MOBILIZE, THE USE OF CIVILIANS, MUTUAL AID AGREEMENTS, IMMEDIATE RESPONSE UNITS, ASSEMBLY AND ASSIGNMENTS, AND ROUTINE POLICE SERVICES. TYPES OF FIELD OPERATIONS ANALYZED INCLUDE DISORDER CONTROL TACTICAL PLANNING, CROWD CONTROL, LOOTING AND ARSON PROBLEMS, SNIPING INCIDENTS, AND FELONY INVESTIGATION IN DISORDER AREAS. SUPPORT SERVICES EVALUATED ARE PROCESSING FOR ARRESTS, REPORTING, COMMUNICATIONS, EQUIPMENT, COMMUNITY RESOURCES, AND INFORMATION.
