Abstract
PRESENTED FOR THE 1971 THIRTEENTH ANNUAL CONFERENCE OF THE INTERNATIONAL INSTITUTE FOR STRATEGIC STUDIES HELD IN STRESA, ITALY, THE COLLECTION BEGINS WITH AN ESSAY ON THE GREATER LIKELIHOOD OF CIVIL VIOLENCE IN SOCIETIES WITH RAPID RATES OF SOCIAL MODERNIZATION, EXCEEDING THOSE OF ECONOMIC DEVELOPMENT, AND WITH UNEQUALLY DISTRIBUTED MODERNIZATION CAPABILITIES. FORMS OF GROUP, COMMUNAL AND REVOLUTIONARY VIOLENCE ARE OUTLINED AND THEIR RELATIONSHIP TO NEW PATTERNS OF URBAN REVOLUTION ARE DISCUSSED. IN THE SECOND ESSAY, WHICH ANALYZES THE RELATIONSHIP BETWEEN CIVIL VIOLENCE AND THE PATTERN OF INTERNATIONAL POWER, THE WORLD IS SEEN AS EVOLVING TOWARD LESS WAR BUT MORE CHAOS AND TOWARD LESS REVOLUTION BUT MORE ANARCHY. IN AADDITION, THE DIRECT AND IMMEDIATE MUTUAL IMPACT OF CIVIL VIOLENCE AND OF THE INTERNATIONAL BALANCE IS SEEN AS DECREASING, BUT THEIR INDIRECT AND LONG-RANGE INFLUENCE ON ONE ANOTHER IS VIEWED AS MORE IMPORTANT THAN EVER. THE THIRD ESSAY SEES THE POST-1945 PERIOD AS ONE OF UNPRECEDENTED AND INCREASING AWARENESS OF THE CONSCIOUSNESS OF CIVIL VIOLENCE THAT IS DUE TO BOTH THE GROWTH OF TECHNOLOGICAL COMMUNICATIONS AND THE INCREASING PROMINENCE OF DOCTRINES OR IDEOLOGIES ADVOCATING POLITICAL VIOLENCE. THE CONTAGION, INTERNATIONALIZATION, AND EMERGENCE OF CIVIL VIOLENCE IN THE INTERNATIONAL COMMUNITY ARE DISCUSSED, AND VARIOUS MODES OF RESPONSE TO SUCH PARTICULAR FORMS OF CIVIL VIOLENCE AS HIJACKING AND KIDNAPPING OF DIPLOMATS ARE PRESENTED.
