This is an attempt to determine what effect civilian review processes may have on law enforcement in culturally diverse, mid-size cities in California by the year 2003. Information is presented in a journal article and a technical report.
Abstract
The author's research and analysis for this study led him to develop a police/community networking system which replaces the traditional civilian review process, with civilians becoming an integral part of police planning and evaluation. Trends and events are identified and forecast, model strategic and implementation plans are presented, and a transition management plan for directing the proposed change is recommended.
