Abstract
THE CIVILIANIZATION EFFORT WAS UNDERTAKEN TO COMPENSATE FOR POLICE FAILURE TO RECRUIT UP TO ITS AUTHORIZED LEVEL WHILE THE VOLUME OF POLICE WORK INCREASED. PREDICTIONS OF FUTURE TRENDS IN THIS AREA ARE SET FORTH.
