This report presents the results of the House Committee on Government Operations' study of illicit domestic drug manufacturing, particularly the stimulants amphetamine and methamphetamine, the hallucinogenic drug phencyclidine (PCP), and cocaine imported in raw form for final processing in the United States.
Abstract
Hearings were held in Oklahoma City, Okla. and Washington, D.C. during 1985. The Committee found that, dominated by methamphetamine, the manufacture of dangerous drugs is increasing and these drugs now rival heroin and cocaine in numbers of abusers. According to the Drug Enforcement Administration (DEA), clandestine laboratories seized in the United States increased 85 percent between 1981 and 1985. The report's findings discuss the new variant of cocaine called 'crack,' the links between dangerous drugs and crime, and hazards in clandestine laboratories. State and local seizures are compared to DEA seizures with respect to numbers and geographic regions. Recommendations address increased enforcement, protective clothing and other measures for officers who must enter clandestine laboratories, and intelligence collection. Graphs.
