EVALUATION OF THE CLARK COUNTY (NV) PUBLIC DEFENDER'S OFFICE MEASURING PERFORMANCE AGAINST SPECIFIC GOALS, OBJECTIVES, AND STANDARDS OUTLINED IN THE NATIONAL LEGAL AID AND DEFENDER ASSOCIATION'S (NLADA) EVALUATION DESIGN.
Abstract
THE EVALUATION WAS UNDERTAKEN TO PROVIDE A FULL-SCALE STUDY OF OFFICE OPERATIONS AS WELL AS TO TEST NLADA'S EVALUATION DESIGN. THE METHODOLOGY WAS FOR EVALUATION TEAM MEMBERS TO INTERVIEW PERSONS WHO HAD OBSERVED THE WORK OF THE PUBLIC DEFENDER, OBSERVE THE DEFENDERS AT WORK IN AND OUT OF COURT, READ THE WORK PRODUCT OF THE OFFICE, ANALYZE STATISTICS PREPARED FROM OFFICE FILES, AND OBSERVE THE OFFICE OPERATION. RECOMMENDATIONS ARE MADE CONCERNING QUALITY OF REPRESENTATION AND SPECIFIC MANAGEMENT AREAS. FOR THE EVALUATION DESIGN, SEE NCJ-36019.
