THE PLAN PROPOSED WOULD INVOLVE PROVISION OF 911, CONSOLIDATION OF POLICE AND FIRE DEPARTMENT DISPATCHING AND COMMUNICATIONS, AND UPGRADING THE QUALITY OF PUBLIC SAFETY COMMUNICATIONS.
Abstract
THIS REPORT CITES THE SPECIFIC PROBLEMS THAT MUST BE SOLVED TO IMPROVE THE QUALITY OF PUBLIC SAFETY COMMUNICATIONS, ANALYZES THE POSSIBLE SOURCES OF RADIO INTERFERENCE IN THE EXISTING RADIO FACILITIES IN CLARK COUNTY, AND DISCUSSES CONSIDERATION FOR COORDINATED RADIO DISPATCH. THE 911 REQUIREMENTS AND THE PERSONNEL, FACILITY, EQUIPMENT, AND TELEPHONE REQUIREMENTS FOR CLARK COUNTY AND VANCOUVER ARE PRESENTED UNDER TWO ALTERNATIVES - AS PART OF A REGIONAL 911 SYSTEM AND WITH ITS OWN 911 SYSTEM. THE VARIOUS ALTERNATIVES ARE COMPARED ON THE BASIS OF INITIAL, RECURRING, AND TEN-YEAR NET COSTS, INCLUDING THE RECOVERABLE COSTS OF THE EXISTING COMMUNICATIONS SYSTEM. CONSIDERATIONS FOR FINAL SYSTEM CONFIGURATION, RECOMMENDED MANAGEMENT PLAN FOR THE SYSTEM, METHODS OF FUNDING, AND IMPLEMENTATION PLAN ARE PROVIDED.
