This report presents data on offenses and inmate populations in Japan between 1946 and 1989, outlines 1988 corrections policies, and describes the classification system used in Japanese correctional institutions.
Abstract
Each offender is classified upon admission to a penal institution using intelligence, personality, and attitude tests as well as psychological instruments. Reclassifications occur periodically to evaluate the progress in correctional programs and when problems occur. At the final classification conference, the inmate is given the opportunity to present an opinion about the classification. The classification document is confidential, and grievance procedures are available. Staff receive training regarding classification. Current needs include improved psychological tests and a new classification system based on the amendment of the Penal Institution Law. Flow chart and lists of classification and treatment categories
