FIRST YEAR EVALUATION OF A CLEVELAND IMPACT CITIES PROJECT TO IMPROVE REHABILITATIVE SUPPORTIVE SERVICES IN A MINIMUM SECURITY INSTITUTION TO FACILITATE OFFENDER REINTEGRATION INTO THE COMMUNITY.
Abstract
THE COMPREHENSIVE CORRECTIONS UNIT (CCU) PROJECT WAS ESTABLISHED TO TEST THE HYPOTHESIS THAT IMPROVED REHABILITATIVE SERVICES COULD ULTIMATELY REDUCE RECIDIVISM AMONG THE TARGET POPULATION. THIS WAS TO BE ACCOMPLISHED THROUGH IMPROVEMENT OF THE NEED ASSESSMENT CAPABILITIES AND TREATMENT MODALITIES OF THE INSTITUTION, PRINCIPALLY THROUGH STAFF SUPPLEMENTS. PERSONNEL PROBLEMS LIMITED FIRST YEAR IMPLEMENTATION OF CCU'S OPERATIONS. PROJECT DATA AVAILABLE AT THE TIME OF THIS EVALUATION INDICATED THAT THE LEVEL OF SERVICES PROVIDED THOSE ENROLLED IN COUNSELING AND SERVICES ACTIVITIES DID NOT REFLECT ANY SIGNIFICANT DEFICIENCIES AS A RESULT OF THE PERSONNEL SHORTAGE. IT WAS RECOMMENDED THAT IMPACT FUNDING BE CONTINUED FOR THE CCU PROJECT IF RESTRUCTURED TO INCORPORATE ITS POST-RELEASE COUNTERPART, THE INSTITUTIONAL POST-RELEASE AFTERCARE PROJECT.
