EVALUATION OF THE EIGHT-MONTH OPERATIONS OF THE SECOND PHASE OF THE CLEVELAND DRUG ABUSE PROJECT (CDAP), A COMPONENT OF THE CLEVELAND IMPACT CITIES PROGRAM AIMED AT REDUCING CRIMES BY MINIMIZING THE NEED TO COMMIT THEM.
Abstract
CDAP WAS A DRUG TREATMENT COMPOSED OF A JAIL SCREENING UNIT TO IDENTIFY ADDICTED OFFENDERS AND REFER THEM TO THE PROJECT'S DIAGNOSTIC AND TREATMENT COMPONENTS. DUE TO INADEQUATE PHASE I RESULTS, PHASE II WAS INITIATED WITH MODIFIED OBJECTIVES INCLUDING INSTITUTION OF A MORE SELECTIVE SCREENING PROCEDURE, ESTABLISHMENT OF A POLYDRUG TREATMENT CAPABILITY, ESTABLISHMENT OF A JUVENILE TREATMENT CAPABILITY, AND DEVELOPMENT OF BETTER REFERRAL RELATIONSHIPS BETWEEN CDAP AND LOCAL CRIMINAL JUSTICE AGENCIES. DATA FROM THE FIRST EIGHT MONTHLY REPORTS, PROJECT QUARTERLY REPORTS, AND PERFORMANCE STATUS REPORTS INDICATE AN IMPROVEMENT IN GOAL ATTAINMENT DURING PHASE II.
