THIS REPORT EXAMINES CITY CRIME DATA (1971 THROUGH 1974) FOR EACH OF THE FIVE IMPACT CRIMES, FOR TOTAL IMPACT CRIMES IN THE AGGREGATE, AND, FOR COMPARISON PURPOSES, TOTAL INDEX CRIMES AND PART I CRIMES.
Abstract
THE FIVE IMPACT CRIMES ARE HOMICIDE, FORCIBLE RAPE, AGGRAVATED ASSAULTS ROBBERY, AND BURGLARY; INDEX CRIMES ARE IMPACT CRIMES PLUS LARCENY AND AUTO THEFT; PART I CRIMES ARE INDEX CRIMES PLUS NEGLIGENT MANSLAUGHTER AND SIMPLE ASSAULT. OVERRALL CRIME TRENDS IN CLEVELAND FOR THE 1971-74 TIME PERIOD (FROM THE YEAR BEFORE IMPACT PLANNING BEGAN TO THE YEAR WHEN THE MAJORITY OF IMPACTSUPPORTED PROJECTS HAD BEEN COMPLETED) ARE DISCUSSED AND AN EXPLANATION IS OFFERED FOR THE UNEXPECTED INCREASE IN REPORTED CRIME DURING 1974. THIS IS FOLLOWED BY A DISCUSSION OF THE LIMITATIONS ON THE USE OF REPORTED CRIME DATA, AS OPPOSED TO DATA BASED ON VICTIMIZATION SURVEYS. THE CRIME TRENDS FOR EACH YEAR (1971 THROUGH 1974) ARE THEN EXPLAINED IN DETAIL FOR EACH OF THE IMPACT CRIMES, INCLUDING BOTH CRIME OCCURRENCE AND CLEARANCE DATA. THE GEOGRAPHICAL DISTRIBUTION OF IMPACT CRIMES IS ALSO REVIEWED, WITH MAPS SHOWING THE 50 CENSUS TRACTS HAVING THE HIGHEST NUMBERS OF IMPACT CRIMES EACH YEAR, AND A COMPARISON OF IMPACT CRIME OCCURRENCE IN THE SIX POLICE DISTRICTS. IN ADDITION, RECOMMENDATIONS FOR AN IMPROVED SYSTEM OF CRIME DATA COLLECTION AND ANALYSIS ARE PRESENTED. (AUTHOR ABSTRACT MODIFIED)
