FINAL EVALUATION OF A CLEVELAND IMPACT CITIES PROJECT TO ADDRESS THE HIGH RATE OF RECIDIVISM AMONG JUVENILE IMPACT OFFENDERS WHO ARE UNDER OR HAVE RECENTLY BEEN RELEASED FROM COURT SUPERVISION.
Abstract
THE BIG BROTHERS/PROJECT FRIENDSHIP POST-RELEASE FOLLOW-UP ACTIVITY WAS DESIGNED TO REDUCE THE INCIDENCE OF RECIDIVISM AMONG JUVENILE OFFENDERS BY PROVIDING INDIVIDUALIZED TREATMENT THROUGH THE ESTABLISHMENT OF ONE-TO-ONE RELATIONSHIPS BETWEEN THE OFFENDERS AND ADULT VOLUNTEERS. A MANAGEMENT BY OBJECTIVES APPROACH WAS EMPLOYED TO ANALYZE DATA COLLECTED TO DETERMINE THE PROJECT'S SUCCESS IN REDUCING RECIDIVISM AMONG THE TARGET GROUP. A SERIOUS DEFICIENCY IN SERVING THE APPROPRIATE NUMBER OF YOUTH ACCORDING TO PROJECT IMPLEMENTATION SCHEDULE WAS FOUND. THIS WAS ATTRIBUTED TO A LATE START IN ENROLLING CLIENTS, LOW LEVEL OF RESPONSE FROM REFERRAL SOURCES, AND LIMITATION OF THE PROJECT TO IMPACT OFFENDERS. THROUGH MUTUAL PROJECT AND IMPACT MANAGEMENT DECISION, FUNDS FOR THIS ACTIVITY WERE TERMINATED BEFORE THE SCHEDULED END OF THE PROJECT. DATA COLLECTION FORMS ARE APPENDED.
