AN ASSESSMENT OF PROJECT PERFORMANCE DURING THE 23-MONTH PERIOD OF IMPACT FUNDING FOR THIS PROGRAM WHICH ATTEMPTED TO IMPROVE REHABILITATIVE SUPPORTIVE SERVICES AVAILABLE TO PROBATIONERS AND EX-PROBATIONERS.
Abstract
THIS PROGRAM WAS UNDERTAKEN IN THE BELIEF THAT THE PROVISION OF INCREASED REHABILITATIVE SERVICES PRIOR TO DISCHARGE FROM LEGAL SANCTION (PROBATION) AND AFTER DISCHARGE COULD RESULT IN GREATER REINTEGRATION INTO SOCIETY AND REDUCE RECIDIVISM. OBJECTIVES OF THE PROGRAM WERE TO REDUCE RECIDIVISM, INCREASE PERSONAL SUPPORT SERVICES TO CLIENTS, INCREASE THE EMPLOYMENT AND TRAINING OF CLIENTS, AND REDUCE THE CASE LOAD REQUIREMENTS OF PROBATION DEPARTMENTS. THIS WAS TO BE ACCOMPLISHED THROUGH DEVELOPMENT OF A PROGRAM OF COMMUNITY VOLUNTEERS WHO WOULD WORK WITH PROBATIONERS ON A ONE-TO-ONE BASIS AND THROUGH DEVELOPMENT OF COMMUNITY RESOURCES TO PROVIDE CLIENTS WITH EMPLOYMENT, VOCATIONAL, AND EDUCATIONAL PLACEMENTS. THE PROGRAM WAS EVALUATED ACCORDING TO THE MANAGEMENT BY OBJECTIVES APPROACH. AN ANALYSIS OF THE PERFORMANCE RELATIVE TO EACH OBJECTIVE SHOWED THAT WITH ONE EXCEPTION, THE PROJECT ACHIEVED ALL OF ITS QUANTIFIED MEASURABLE OBJECTIVES. HOWEVER, PROBLEMS WERE EXPERIENCED IN THE NUMBER OF CLIENTS SERVED AND IN PLACEMENT OF CLIENTS IN EMPLOYMENT POSITIONS.
