FINAL EVALUATION OF THE CLEVELAND IMPACT CITIES PROGRAM COMMUNITY BASED SUPPORT SERVICES (BCSS) PROJECT, A SUPPLEMENT TO SUPPORTIVE SERVICES PROVIDED YOUTHFUL OFFENDERS DURING AND AFTER PROBATION OR PAROLE.
Abstract
THE PROJECT SOUGHT TO REDUCE THE NUMBER OF CRIMES COMMITTED AND THE RATE OF RECIDIVISM AMONG YOUTHS 15-21 YEARS OF AGE DEFICIENT IN EDUCATION OR MARKETABLE SKILLS OR MANIFESTING BEHAVIORAL DISORDERS, THROUGH PROVISION OF ADJUSTMENT COUNSELING SERVICES. A MANAGEMENT BY OBJECTIVES APPROACH WAS EMPLOYED TO DETERMINE THE EXTENT OF THE PROJECT'S GOAL ATTAINMENT. DATA COLLECTION WAS ACCOMPLISHED THROUGH ANALYSIS OF MONTHLY AND QUARTERLY REPORTS. IT WAS FOUND THAT THE PROJECT ACHIEVED ITS MAJOR GOAL OF PROMOTING REINTEGRATION OF THE CLIENT POPULATION INTO SOCIETY THROUGH THE PROVISION OF SUPPORTIVE SERVICES. IT WAS FURTHER FOUND THAT AVAILABLE STATISTICS WERE INSUFFICIENT TO ASSESS PROJECT ACHIEVEMENT OF SUBSIDIARY GOALS, PERFORMANCE OF ACTIVITIES, AND ADEQUACY OF THE LEVEL OF INTENSITY OF SERVICE DELIVERY. CBSS WAS PHASED OUT AT THE CONCLUSION OF IMPACT FUNDING.
