FINAL EVALUATION OF CLEVELAND'S COMMUNITY-BASED PROBATION PROJECT WHICH WAS DESIGNED TO REDUCE RECIDIVISM AMONG JUVENILE OFFENDERS RELEASED ON PROBATION OR PAROLED BY PROVIDING SUPPORT SERVICES IN A COMMUNITY SETTING.
Abstract
IN ADDITION TO INCREASING DELIVERY OF REHABILITATIVE SERVICES TO PROJECT PROBATIONERS AND PAROLEES, THE PROJECT SOUGHT TO INCREASE COORDINATION AND COOPERATION WITH COUNTY, MUNICIPAL, AND STATE PROBATION AND PAROLE SERVICES SERVING CLEVELAND. THREE SATELLITE OFFICES WERE OPENED IN HIGH CRIME AREAS TO FACILITATE EXCHANGE OF INFORMATION AMONG THE AGENCIES AND TO REDUCE CASELOADS OF PROBATION/PAROLE OFFICERS BY INCREASING THEIR NUMBERS AND ACCESSIBILITY. A MANAGEMENT BY OBJECTIVES APPROACH TO EVALUATION WAS USED TO ASSESS THE PROJECT'S GOAL ATTAINMENT. DATA WAS GATHERED FROM PROJECT MONTHLY AND QUARTERLY REPORTS. IT WAS FOUND THAT CLIENT SERVICES WERE COMMENSURATE WITH THE SCOPE AND STAFFING OF THE PROJECT. IT WAS FURTHER FOUND THAT APPROXIMATELY 67 PERCENT OF THE CLIENTS ENROLLED IN THE PROJECT WERE EMPLOYED, IN SCHOOL, OR IN VOCATIONAL TRAINING, WHILE A MAXIMUM OF 28 PERCENT RECIDIVATED. THE PROJECT CONTINUED ATER TERMINATION OF IMPACT FUNDING.
