FINAL EVALUATION OF A CLEVELAND IMPACT CITIES PROJECT TO REDUCE THE HIGH RATE OF RECIDIVISM AMONG YOUTHFUL MALE OFFENDERS IN FOUR SPECIFIC AREAS OF THE CITY THROUGH COUNSELING, CONSULTATION, AND SOCIALIZATION ACTIVITIES.
Abstract
THE BOYS' CLUB POST-RELEASE PROJECT PROPOSED TO APPROACH PROBLEMS OF UNSTRUCTURED TIME, LACK OF SUPERVISION AND FAMILY SUPPORT, AND OSTRACISM FROM CONVENTIONAL YOUTH ACTIVITIES WITH THE AID OF OUTREACH WORKERS PROVIDING PERSONAL AND FAMILY COUNSELING, SERVICE BROKERAGE, LEGAL AND PSYCHOLOGICAL CONSULTATION, AND SOCIALIZATION ACTIVITIES. IN ADDITION, THE OUTREACH WORKERS WERE EXPECTED TO FUNCTION AS POSITIVE ROLE MODELS AND AS YOUTH ADVOCATES WHENEVER NECESSARY. THE TARGET CLIENTELE WAS TO INCLUDE 395 MALE EX-OFFENDERS BETWEEN 15 AND 19 WHO LIVED IN THE PROJECT SERVICE AREAS AND WHO WERE EITHER CURRENTLY UNDER OR RECENTLY RELEASED FROM COURT SUPERVISION FOR IMPACT OFFENSES. A MANAGEMENT BY OBJECTIVES APPROACH WAS EMPLOYED TO EVALUATE DATA COLLECTED ON QUARTERLY AND MONTHLY DATA COLLECTION INSTRUMENTS. DATA INDICATE THAT THE BOYS' CLUB PROJECT WAS IN GENERAL OPERATING IN CONFORMANCE WITH THE OBJECTIVES AND METHODS SPECIFIED IN ITS GRANT APPLICATION WITH THE EXCEPTION OF A 23 PERCENT DEFICIENCY OF CLIENTS SERVED DUE TO A PHASE-OUT AT THE END OF IMPACT FUNDING. RESULTS INCLUDED ENROLLMENT OF SEVERAL CLIENTS IN SCHOOL, VOCATIONAL TRAINING AND EMPLOYMENT AS WELL AS THE ACHIEVEMENT OF A MAXIMUM SEVEN PERCENT RECIDIVISM RATE. DATA COLLECTION FORMS ARE APPENDED.
