DESCRIPTION OF A PROJECT TO KEEP CITY RECREATIONAL FACILITIES OPEN AND OPERATING DURING THE SUMMER MONTHS FOR THE BENEFIT OF DELINQUENT, POTENTIALLY DELINQUENT, AND DISADVANTAGED YOUTH.
Abstract
THE PROJECT WAS UNDERTAKEN TO REDUCE THE DELINQUENT ACTIVITY OF PERSONS PATRONIZING THE RECREATIONAL ACTIVITIES WHO WERE NOT OF THE PROJECT OR THE CITY'S COMPREHENSIVE SUMMER EMPLOYMENT PROGRAM AND WHO WOULD BE INFLUENCED AT THE PEER LEVEL BY THE POSITIVE MOTIVATIONS OF PARTICIPANTS IN THE PROJECT OR THE CITY'S LARGER PROGRAM. THE SCOPE OF THE PROJECT'S RECORD-KEEPING FUNCTIONS AND CAPABILITIES THE LACK OF A CONTROL GROUP COMPOSED OF THE SAME TARGET POPULATION MADE IT IMPOSSIBLE TO ASSESS THE PROJECT'S EXACT IMPACT ON DELINQUENCY, BUT ANALYSIS OF DELINQUENCY AND YOUTH CRIME AS MEASURED BY FILINGS IN THE COUNTY JUVENILE COURT DIVISION REVEALED A 9.5 PERCENT DECREASE IN FILINGS DURING THE PROJECT PERIOD.
