A LEAA FUNDED IMPACT PROGRAM WAS DESIGNED TO REDUCE ROBBERY, BURGLARY AND STRANGER TO STRANGER STREET CRIMES BY 5 PERCENT IN TWO YEARS AND 20 PERCENT IN FIVE YEARS.
Abstract
DATA RELATING TO CRIME IN THE CITY SERVED TO IDENTIFY CERTAIN TARGET AREAS AND POPULATIONS. CRIME SPECIFIC PLANNING WAS USED TO MEET THE GOAL OF REDUCTION OF THE AFORMENTIONED CRIMES. CRIME SPECIFIC REFERS TO THREE BASIC ELEMENTS OF THE CRIMINAL ACT - THE OFFENDER, VICTIM AND CRIME SETTING. THE PERFORMANCE MANAGEMENT SYSTEM WAS DEVELOPED TO ASSURE THE EFFICIENT ASSESSMENT OF PRIORITIES AND ALLOCATION OF RESOURCES, AND TO PROVIDE A CONTINUOUS FLOW OF INFORMATION TO MANAGEMENT. THE SECTIONS DISCUSS CRIME AND JUSTICE IN CLEVELAND, THE IMPACT PROGRAM STRUCTURE AND AN ANALYSIS OF DATA, NEEDS, ACTIVITIES AND BUDGETS. INCLUDED IN THE APPENDIX IS A SURVEY OF THE CLEVELAND DRUG ABUSE PROGRAM, YOUTH SERVICES PROGRAM, AND VOCATIONAL - EDUCATIONAL SERVICES.
