STEP-BY-STEP PRESENTATION OF THE PROGRAM EVALUATION PROCEDURES DEVELOPED FOR THE CLEVELAND IMPACT CITIES PROGRAM BY THE GENERAL RESEARCH CORPORATION FOR A FIVE YEAR ONGOING EVALUATION OF THE PROGRAM.
Abstract
THE FIRST THREE SECTIONS PROVIDE BACKGROUND INFORMATION ON THE IMPACT CITIES PROGRAM AND ITS EVALUATION NEEDS AND DISCUSS THE DIFFERENCE BETWEEN PLANNING INFORMATION AND EVALUATION INFORMATION. THE NEXT THREE SECTIONS DEFINE OPERATIONAL STRUCTURE, TECHNICAL APPROACH, AND MANAGERIAL DECISION MAKING GUIDELINES WHICH MAKE UP THE PERFORMANCE MANAGEMENT SYSTEM (PMS) ADAPTED TO THE CLEVELAND PROGRAM.
