FINDINGS, CONCLUSIONS, ALTERNATIVE SOLUTIONS AND SELECTED RECOMMENDATIONS OF A STUDY UNDERTAKEN TO ANALYZE AND EVALUATE IMMEDIATE AND LONG-TERM NEEDS, RESOURCES, AND ALTERNATIVES FOR CORRECTIONS, FIRE, AND POLICE SERVICES.
Abstract
THIS STUDY WAS FUNDED BY A FEDERAL GRANT FROM THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION. BECAUSE THE STUDY WAS CONCERNED WITH TWO GOVERNMENTAL UNITS - CLINTON COUNTY AND THE CITY OF ST JOHNS - SUMMARY REPORTS ARE PRESENTED SEPARATELY FOR THE TWO AREAS. AMONG THE SPECIFIC OBJECTIVES OF THE STUDY WERE: EVALUATION OF EXISTING FACILITIES; EXPLORATION OF THE POSSIBILITIES IN REMODELING OR CONSTRUCTING NEW FACILITIES, EXPLORATION OF THE FEASIBILITY OF SHARING FACILITIES, PROJECTION OF DIVERSION RATES AND DETENTION SPACE NEEDS, AND DEVELOPMENT OF DETAILED OUTLINES AND BUDGETS FOR PROPOSED CHANGES, INCLUDING SPECIFIC SPACE REQUIREMENTS AND FUNCTIONAL INTERRELATIONSHIPS. A SUMMARY OF THE STUDY FINDINGS FOR CLINTON COUNTY IS FIRST PRESENTED. INFORMATION IS INCLUDED ON THE SHERIFF DEPARTMENT STAFF, JAIL RESIDENTS, JAIL OPERATIONS AND PROCEDURES, COURT OPERATIONS AND PERSONNEL, COMMUNITY AGENCIES, LAW ENFORCEMENT, DETENTION POPULATION PROJECTIONS, THE IMPACT OF DIVERSION, AND A FACILITIES ANALYSIS. PROBLEM AREAS AND ALTERNATIVE SOLUTIONS FOR CLINTON COUNTY ARE EXAMINED. STUDY RESULTS ARE THEN PROVIDED FOR THE CITY OF ST JOHNS, INCLUDING AN ANALYSIS OF CURRENT POLICE AND FIRE PERSONNEL AND FACILITIES, AND AN ASSESSMENT OF ALTERNATIVE WAYS OF MEETING FUTURE FACILITY NEEDS FOR THE DEPARTMENTS. A SUBSTANTIAL AMOUNT OF SPECIFIC AND TECHNICAL INFORMATION IS PRESENTED IN A SERIES OF APPENDICES WHICH FOLLOW THE SUMMARY REPORTS.
