THIS REPORT DESCRIBES THE USE OF EDUCATIONAL TELEVISION FOR MASS, IN-DEPTH TRAINING OF POLICE AND OTHER LAW ENFORCEMENT PERSONNEL.
Abstract
THE USE OF EDUCATIONAL TELEVISION FOR MASS, IN-DEPTH TRAINING OF POLICE AND OTHER LAW ENFORCEMENT PERSONNEL IS DESCRIBED. IN DECEMBER 1965, THE FIRST TELECAST WAS MADE IN A STATE-WIDE PROGRAM FOR LAW ENFORCEMENT TRAINING IN SOUTH CAROLINA. PRIOR TO THIS, TRAINING WAS HANDLED ON A HIT OR MISS BASIS BECAUSE OF COSTS IN MONEY AND MAN POWER. THIS IN-SERVICE TRAINING WAS BROADCAST OVER A STATEWIDE CLOSED-CIRCUIT NETWORK USING PUBLIC SCHOOL FACILITIES IN EVERY COUNTY. THIS WAY, OFFICERS IN EACH AREA COULD GO TO A LOCAL SCHOOL FOR UP-TO-DATE TRAINING. FOLLOWING THE BROADCAST A DIVISION LEADER WOULD ASSIST STUDENTS IN LOCAL APPLICATIONS OF THE SUBJECT MATTER. THE TRAINING FROM CRIME TO COURT, COVERS MANY FACETS OF LAW ENFORCEMENTS; SEARCHES AND SEIZURES, RESPONSIBILITIES OF MAGISTRATES, RULES OF EVIDENCE, BASIC CRIMINAL LAW, TRAFFIC VIOLATIONS, THE CRIMINAL INVESTIGATOR, AND RIOT CONTROL AND PREVENTION. SOME OF THE PROPOSED PROGRAMS TO BE ADDED INCLUDE INTOXICATION AND THE LAW, AUTOMOBILE ACCIDENT INVESTIGATION, RESPONSIBILITIES OF JURORS, CRIME SCENE SEARCH, TESTIFYING IN COURT, PHYSICAL SEARCH, AND ARRESTING TECHNIQUES. AN INDEPTH EVALUATION OF THE PROGRAM INDICATED THAT THE COMPETENCY OF OFFICERS HAS INCREASED; SKILLS HAVE IMPROVED; AND JOB ATTITUDE AND MORALE HAVE BEEN ENHANCED. IT IS ESTIMATED THAT THIS PROJECT HAS BENEFITED AREAS BY; REDUCING COST IN TIME AND MONEY FOR TRAINING, CUTTING COURT COSTS, REDUCING THE NUMBER OF CIVIL LAW SUITS INVOLVING OFFICERS, AND PREVENTING CRIME AND SAVING LIVES. THE SOUTH CAROLINA ETV NETWORK IS RECOGNIZED AS A LEADER IN EDUCATIONAL TELEVISION, AND SOME 45 COUNTRIES HAVE SENT VISITORS TO ITS PRODUCTION CENTER IN COLUMBIA.
