Abstract
Major findings from this report regarding the level of gang activity in Cochise County, AZ in 2009 include: an active gang presence was reported in four of the six county agencies that responded to the survey, with one of the four agencies reporting that gangs in their area were expanding their membership and scope of activities; 50 percent of the responding agencies listed human trafficking and vandalism/graffiti/tagging as the primary crimes committed by gangs; three of the responding agencies reported that gangs had a high level of involvement in the distribution of marijuana, while one agency reported gangs with high involvement in the distribution of crack cocaine, cocaine, methamphetamine, and pharmaceuticals; the three gangs with high levels of involvement in the county were the Crips, the Bloods, and Hispanic Surenos (SUR 13); and enforcement and identification of gang members were the two most effective gang intervention strategies used in the county. This report from the Arizona Criminal Justice Commission presents the 2009 gang threat assessment for Cochise County, AZ. Law enforcement agencies in the county were surveyed in the spring of 2010 to determine the level of gang activity in their county. The survey is modeled after the National Gang Threat Assessment and contains questions for law enforcement agencies dealing with the presence of gangs within their jurisdictions, the level of gang activity, the involvement of gang members in crime and illegal drug distribution, the extent of cross-gang coordination, and law enforcement strategies targeting gang members.
