IMPROVEMENTS TO THE COHOES NEW YORK POLICE DEPARTMENT IN LINE WITH COMMUNITY GOALS PROJECTED FROM 1971 TO 1975.
Abstract
PLANNING FOR THESE IMPROVEMENTS REQUIRED A GOAL-DIRECTED APPROACH, A PROCESS OF TRANSLATING COMMUNITY NEEDS AND GOALS INTO POLICE OPERATIONS. RECOMMENDATIONS WERE MADE FOR THE FOLLOWING AREAS - DEVELOPMENT OF A COMPREHENSIVE RECORDS SYSTEM, DEPARTMENTAL ORGANIZATION AND DUTY STATEMENTS, STANDARDS FOR EQUIPMENT, DRESS, DEMEANOR AND IMAGE, AND DEVELOPMENT OF A COMPREHENSIVE PROCEDURES MANUAL. AT THE TIME OF THIS REPORT, ALL SPECIFIC MEASURES IN PURSUANCE OF THESE RECOMMENDATIONS HAD BEEN IMPLEMENTED. THE APPENDIXES INCLUDE INSTRUCTIONS ON THE USE OF THE NEW APPEARANCE TICKET (SUMMONS), IMPLICATIONS OF NEW PROVISIONS FOR BAIL AND RECOGNIZANCE, A PROPOSAL FOR EQUIPPING POLICE FOR EMERGENCY FIRST AID TO THE ELDERLY, AND A DISCUSSION OF THE USE OF COMPUTERS IN POLICE WORK, WITH PARTICULAR REFERENCE TO COMPUTER MAPPING TECHNIQUES.
