THE 'COHORT APPROACH' (MEASUREMENT OF OFFENDER SUCCESS OR FAILURE FOR SOME PERIOD AFTER RELEASE FROM SUPERVISION) IS SUGGESTED AS A MORE ADEQUATE MEASURE OF CORRECTIONAL/ OFFENDER PROGRAM EFFECTIVENESS.
Abstract
THIS APPROACH WOULD UTILIZE UNIFORM STATEWIDE DATA ON OFFENDER BEHAVIOR (BOTH WHILE SUBJECT TO PROGRAM ACTIVITY AND FOR A PERIOD AFTER RELEASE) COVERING CHARACTERISTICS OF THE OFFENDERS, OFFENSES COMMITTED, DISPOSITIONS DURING SUPERVISION, AND DISPOSITIONS AFTER RELEASE. IMPLEMENTATION OF A DEMONSTRATION PROJECT UTILIZING THE COHORT APPROACH AND DATA COLLECTED ON OFFENDERS SUPERVISED BY THE PENNSYLVANIA BOARD OF PROBATION AND PAROLE IS CONSIDERED.
