FUNDAMENTAL RIGHTS & BASIC ROLES OF THE PRINCIPAL PARTIES IN COLLECTIVE BARGAINING ARE DISCUSSED IN THIS INSTRUCTOR MANUAL FOR A MANAGEMENT COURSE; IN CORRECTIONS CONTRACTS, LAWMAKERS AND THE PUBLIC ARE PARTIES.
Abstract
COLLECTIVE BARGAINING FOR PUBLIC SECTOR EMPLOYEES IS COMPLICATED BY THE FACT THAT, IN ADDITION TO MANAGEMENT AND LABOR, PARTIES TO THE CONTRACT INCLUDE THE LEGISLATURE, THE GOVERNOR OF THE STATE, AND THE PUBLIC. MANY OF THE SESSIONS MAY HAVE TO BE PUBLIC. ALL FREEDOM OF INFORMATION ACT PROVISIONS MUST BE HONORED. PARTICIPANT HANDOUTS FOR THE COURSE INCLUDE: (1) A MONOGRAPH ENTITLED 'PARTICIPATORY MANAGEMENT - EMPLOYEES ARE CREATIVE,' WHICH FOCUSES ON CONTRIBUTIONS PUBLIC SECTOR EMPLOYEES CAN MAKE TO THEIR JOBS; (2) THE PROBLEMS AND BENEFITS OF WORKER PARTICIPATION IN MANAGEMENT DISCUSSED IN THE ARTICLE 'INDUSTRIAL DEMOCRACY: WORKER PARTICIPATION IN MANAGEMENT;' (3) A SUMMARY OF COURT CASES AND LABOR RELATIONS RULING ON THE SUBJECT 'WHAT'S HAPPENING TO MANAGEMENT'S BARGAINING RIGHTS?'; AND (4) AN ARTICLE BY JERRY WURF OF THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES ENTITLED 'COLLECTIVE BARGAINING IN PUBLIC EMPLOYMENT: THE AFSCME VIEW.'
