This hearing before the House Select Committee on Narcotics Abuse and Control consists of the committee's questioning of Ann Wrobleski, Assistant Secretary of State for International Narcotics Matters, regarding the state of drug law enforcement in Colombia, a major source of cocaine shipped to the United States, and the U.S. executive branch's cooperative efforts with Colombia to address the problem.
Abstract
The review of the state of drug law enforcement in Colombia indicates that the drug cartel's murder of 30 judges, the Minister of Justice, the head of the national police, journalists, and scores of police officers has so intimidated public institutions responsible for addressing the drug problem that little is being done to challenge the drug traffickers. There was little progress on the drug enforcement/eradication efforts in Colombia in 1986, and in January 1987 only four cocaine processing labs have been destroyed although many more have been identified. Arrests of major drug figures are rarely made. The committee questions the Assistant Secretary of State for International Narcotics Matters on the apparent stagnation and deterioration of the cooperative efforts between the United States and the Colombian government to deal with drug production and trafficking in that country, including the eradication effort, the upgrading of drug law enforcement, the protection of public officials, and extradition policy.
