This report describes the work of the Colorado Commission on Criminal and Juvenile Justice (the Commission) from October 2011 through June 2012 as the Commission transitions to a fiscal year for its annual report instead of a calendar year.
Abstract
During this designated time frame, the Commission approved 23 recommendations in the areas of drug policy, sentencing, sex crimes, minority over-representation, and juvenile justice reform. The Commission also endorsed a recommendation for a sustainability plan for the 2008 Commission-initiated Evidence Based Practices Implementation for Capacity (EPIC) effort. Four of the recommendations resulted in statutory changes by the 2012 General Assembly. A summary of the activities and achievements of the Commission includes a report on the work of the Commission's task forces and committees. These include the committees on bail, legislation, and minority over-representation. The task forces address comprehensive sentencing, drug policy, juvenile justice, and sex offenses. Various Commission initiatives and products that are accessible on the Internet are described, along with an update on the behavioral health initiative supported by the Commission. In addition, revisions to the Commission's operating procedures are reviewed, and the Commission's work in the area of Parole Administrative Guidelines is described. Appendixes contains the Sex Offense Task Force Final Report, the Commission's roles and responsibilities for legislative recommendations, child safety zones fact sheet, fact sheet on sex offender housing restrictions, and the Iowa fiscal note template. 4 tables and 1 figure
