This report presents projections of the Colorado parole population through the year 2004, broken out into parole caseload subgroups based on gender, felony class, and parole legislation type.
Abstract
This report contains a summary of parole legislation passed since 1979, a summary of caseload trends in the Colorado parole population, a summary of the forecast method used to project population figures, and end of fiscal year projected parole caseload levels through 2004. Recently enacted parole legislation requires virtually all released inmates to serve parole terms. Since 1991, approximately 2,000 offenders have been admitted to parole each year; that figure is expected to increase to 4,500- 5,000 per year. The total parole population is projected to increase from 1,800 in fiscal year 1994 to 8,000 by the end of fiscal year 2004. Parolees with felony class 4 convictions are expected to exhibit the greatest growth over the next decade. 1 table, 16 figures, and 1 appendix
