This Colorado Department of Corrections Statistical Report for Fiscal Year 1998 provides detailed offender data that profile the inmate population and the operation of the correctional system.
Abstract
Inmate population growth is apparent in the average daily population over the last 5 years in Colorado. The total number of offenders under the jurisdiction of the Department of Corrections averaged 17,667 offenders during fiscal year 1998. This consists of the inmate population average of 13,242; the parole population average of 4,147; and the Youthful Offender System (YOS) population of 278. Data on the inmate, parole, and YOS population growth trends for fiscal years 1993 through 1998 are provided. The jurisdictional population increased 43.7 percent since 1993, which is an annual increase of 9.5 percent. In addition to showing inmate population trends, data also profile characteristics of adult prison admissions (court commitment characteristics, habitual offender commitments, need level of court commitments, and technical returns to prison). Tables under the rubric of "Characteristics of Prison Releases" address the number of prison releases, time served in prison, and recidivism. Another section focuses on inmate population characteristics, followed by sections of data and information on the parole population and the Youthful Offender System. The latter covers system characteristics, admissions, and releases and terminations. Appended security levels and population of facilities as well as operational capacity by facility. 72 tables
