The overall purpose of this training manual is to focus the united efforts of relevant Colorado agencies for the benefit of at-risk adults.
Abstract
Specific objectives are to provide appropriate information to law enforcement and county adult protective service staff regarding the handling of reports of at-risk adult abuse, exploitation, caretaker neglect, and self-neglect and to encourage the development of local protocols for dealing with these cases. Training objectives are to give local agencies a clearer understanding of their roles and responsibilities and to strengthen their commitment to cooperative endeavors. The training manual includes information and materials related to legal doctrines and ethical values, Colorado laws, legal standards of proof, case reporting, investigation planning, joint investigation procedures, and conditions indicating the need for guardianship/conservatorship. Supplemental information is contained in appendixes on the protection of at-risk adults and on how to communicate with impaired persons. A sample intake form and a model protocol are also appended.
